Pleading the Govt for early construction of the multipurpose guest house, the GASA in a release today said that the union with the cooperation of the DRC, Guwahati has demarcated the boundary of the proposed plot of land for construction of guest house at Rupnagar, Guwhati.

ITANAGAR, Sep 2: Eastern Arunachal Democratic Youth Movement (EADYM) has lauded the state Govt including Chief Minister Jarbom Gamlin and Finance Minister Kalikho Pul for taking decision to construct state guest houses at Dibrugarh, Guwahati in Assam and Vellore in Tamil Nadu to provide succor to the needy section of the society.
Dibrugarh, being the centre for medical treatment for people of eight districts of Eastern Arunachal Pradesh, the construction of guest house there will cater to the need of Arunachalees, the EADYM said.
EADYM also appreciated Power Minister (Electrical) Setong Sena for his announcement during Solung festival at Boleng to sanction Rs 2 crore for Boum Kakir Mission School and Rs 25 lakh for Solung Community hall, Boleng. However, the Movement lamented over the date of the membership drive meeting of IYC on Sept 2 during the celebration of Solung festival.
Govt. lambasted on Thakur issue
ITANAGAR, Sep 2: Accusing the Jarbom Gamlin led Govt of sluggishness over the solution to Pradeep Thakur issue, Arunachal Youth Volunteer Front (AYVF) today urged chief minister to fulfill the demand of the All Nyishi Students Union (ANSU) within a fortnight or resign on moral ground.
Demanding disclosure of report of the enquiry committee constituted for investigating the Pradeep Thakur issue, the Forum said that Govt is indirectly harassing the general people by not responding to the demand of the ANSU. Referring to the bandh call proposed by ANSU, the Front said the Govt is indirectly encouraging the pressure group to organise frequent bandh call in the state by not responding to the demand.
Meanwhile, All Nyishi Youth Organisation (ANYO) in a letter addressed to AICC president Sonia Gandhi demanded immediate dropping of Chief Minister Jarbom Gamlin accusing him and his family members having “malafied intention to divide Arunachal society ….. for their vested interests”.

ITANAGAR, Sep 2: 10 days residential archery training camp organised by Arunachal Vikas Parishad has been inaugurated with 15 participants from different parts of Arunachal Pradesh. The Coaching will be held at Sangay Lhaden sports Academy at Chimpu.

It is pertinent to mention here that deeply disturbed by the news item which had appeared in the 4th May edition of the Times of India, the Chief Minister had held a meeting on 16 May with the editorial representative of the national daily at New Delhi which resulted in an unconditional apology tendered in the 18 May national and regional editions of the daily,
However, following the community's rejection of this apology, various parleys were held and in a crucial meeting on 17 July at the Banquet Hall attended by senior leaders and representatives from the community, a Committee was formed with a view to find a solution to the issue. While the NES did not attend the meeting at all and conveyed their rejection of the Committee through a letter, the ANSU did attend but had summarily rejected the Committee.

Meanwhile, the Nyishi Elite Society( NES) in its letter to Chief Minister Jarbom Gamlin informed him about the decision taken in NES executive meeting held at Nyikum Nyia Hall, Nyirubjolly on Sept 1 not to participate in the meeting called by CM on Sept 2.
The meeting further decided that the State Govt. should facilitate discussion with Pradeep Thakur and ToI team with NES, ANSU and Nyishi based social organizations within 7 days beginning from Sept 2, failure of which the Nyishi Community shall recourse to its own course of action.
Giving details of its decision not to attend today’s meeting, the NES said “As you are aware of the fact that in the discussion held with you on 18.08.2011 on the ToI issue, the following decisions were taken: The State Govt. was to facilitate discussion with Pradeep Thakur and ToI team with the NES and ANSU at Guwahati. The discussion was to be recorded and live telecasted on NETV & NEWSLIVE at the expenses of the State Govt. and carried in all National/Regional and State Dailies/Periodicals. Takar Marde, Home Minister, Arunachal Pradesh was to rush to New Delhi on 20.08.2011 to discuss with Pradeep Thakur and ToI team to finalize the date and time. The State Govt. was supposed to convey the date, venue and time to the Nyishi Elite Society and ANSU on 23.08.2011.
With a good gesture to your initiative and with the hope that you would honor the decision taken in the aforesaid meeting; NES was eagerly waiting to hear from you patiently, but, even after expiry of a week, there was no correspondence from you. Your letter has come as a surprise as there was no decision to hold further discussion on ToI issue with the State Govt. The NES expect that any meeting after the 18th August decision should only be with Pradeep Thakur and ToI team which your letter under reference is silent about the decided programme.”
DoNER Ministry urged to help promote handloom and handicrafts in Arunachal

ITANAGAR, Sep 2: Director of Industries Makbul Pertin urged the Ministry of Development of North Eastern Region (DoNER) to help promote Handloom and Handicrafts industry in Arunachal Pradesh.
Although the people of Arunachal had nature gifted talent in handloom and handicrafts their skills have not been exploited to their fullest potential yet, Pertin said while inaugurating a workshop on advocacy and knowledge sharing of Artisans, Weavers and other associated persons and agencies here today.
He urged various agencies and banks to help those Artisans and Weavers by granting loans under various schemes.
He, however, maintained that expenditure does not mean achievement. He advised the participants to show and make physical achievements in their chosen field through hardwork.
“What we could not think of 10 years ago, now it has come into reality,” Pertin said while referring to the exposition of Arunachalee handloom and handicraft items in abroad, including New York and South Africa.
He advised the participants to attend the workshop very sincerely and get their all doubts cleared through interaction with the resource persons.
Director of Textile and Handicrafts Khoda Ruja stressed on maintaining high quality standard of such products and choose the right items.
Traditional knowledge on handicrafts and handloom is an added advantage for Arunachalee
people. However, it needs to be improved scientifically to compete in the market,
he said. If pursued seriously, this industry can be a good source of earning for
the unemployed youths, Khoda said. He exhorted the unemployed youths of the state
to venture into this sector instead of running after white collar job. He also informed
about few schemes of the directorate, including health insurance of Rs.1.50 lakh
for the Weavers and asked them to avail it by maintaining the simplest formality.

Tapan Kumar Sarma, Marketing Manager, North Eastern Handicrafts and Handlooms Development Corporation Limited (NEHHDC Ltd ), Guwahati informed that the basic objectives of the Corporation are promotion and development of Handicrafts and Handlooms of the North Eastern Region by providing marketing platform to the Artisans and Weavers of the NER by providing them with built up stalls in exhibitions, craft fairs, NE Trade Expos and other national and international events. It sources and procures handicrafts and handlooms goods from the Artisans and Weavers directly and markets them, he informed.
It also undertakes design and technical development projects and workshops in various crafts/weavers clusters in the NER for training, design improvement and capacity building of the Artisans and Weavers in the region, he added.
The workshop was held on various topics such as “importance of advocacy and knowledge sharing of Artisans, Weavers and other associated bodies for development of Handloom and Handicraft sectors, Department of Industry’s mandate for promoting entrepreneurship in Handicrafts and Handloom sectors of Arunachal Pradesh, Support of SBI to Artisans, Weavers and entrepreneurs etc. engaged in Handicraft and Handloom sectors in NER, Success story of Oju Welfare Society and its contribution towards the development of Handicrafts and Handlooms in Arunachal Pradesh, Schemes and of Projects of NABARD for development of Handicrafts and Handloom in NER in general and Arunachal Pradesh in particular, Initiatives taken by the Govt of Arunachal Pradesh for development of Textiles and Handicrafts sectors, Role of KVIC in rural industrialization with special reference to the Handicrafts and Handloom of NER, Programme of MSME for the benefit of Handicraft and Handloom sector in NER and Scheme and projects of the office of the Development Commission (Handicrafts), Govt of India.

BRTF urged to expedite road widening work
TAWANG, Sep 2: The first ever district level review meeting initiated by Jambey Tashi, MLA cum chairman Arunachal Pradesh Medicinal Plant Board held today at Lumla discussed various issues ranging from pathetic road condition to poor BSNL service and shortage of school teachers in interior places.
Addressing the meeting the MLA urged the BRTF authority to expedite the road widening work by carrying it out in phase manner with proper side drainage system. He urged the BSNL authority to improve the ever deteriorating telecommunication system of the district and various private agencies to provide mobile ambulance for Lumla and Zemithang circle.

ITANAGAR, Sep 2: The Central Executive Committee (CEC) of Arunachal Teachers Association (ATA) has appealed to the All Nyishi Students’ Union (ANSU) to postpone the proposed 48 hours Capital bandh starting from Sept 5 in order to facilitate the celebration of Teachers Day.
5th September is the birth anniversary of Dr.Sarvepalli Radhakrishnan which is celebrated all over the country by students and teacher community as Teachers Day. The school students in Arunachal have already chalked out plan for its grand celebration, ATA said and appealed ANSU to reconsider its decision.
Meanwhile, responding to the appeal of the CEC, ATA, All Nyishi Students Union (ANSU) has said that it has exempted the school bus from the purview of the bandh on the occasion of Teachers Day.
Governor appeals youths to work for development of state
ITANAGAR, Sep 2: Arunachal Pradesh Governor Gen J. J. Singh today appealed to the youth of the State to devote themselves to the development of the state and use their energy, enthusiasm and entrepreneurship skills to promote peace and progress. He said this during interaction with a delegation of AAPSU (All Arunachal Pradesh Students Union) which called on him at Raj Bhawan today.

Meanwhile, AAPSU today informed that during one hour interaction with Governor Gen JJ Singh, both side exchanged ideas and views regarding the current developmental status of state. During the interaction Governor informed about various steps taken by him during his tenure in the state. Specially talking about his recent deliberation with official of Indian Air Force, Gen Singh informed that by the year 2014 six advance landing ground (ALG) will be ready for the use. When these ALG becomes operationalize, in each of them around 16 civilian will recruited thereby providing job opportunities for the local Arunachalee citizens. He also informed that in Arunachal Scout battalion, 95% of manpower will be from local Arunachalee only.
During the discussion, AAPSU President Takam Tatung urged him to visit Tali assembly constituency in Kurung Kumey district which till today does not have road connection. AAPSU President invited Gen Singh to celebrate next year Nyokum festival at Tali which he accepted happily.
Mobile technology to operate water pump
ROING, Sep 2: Krishi Vigyan Kendra (KVK), Roing in collaboration with WRD Drilling department has introduced a mobile based remote control device that will enable the farmers to use their mobile phones to remotely monitor and switch on water pumps used for irrigation.
“Power supply in Roing is erratic and if farmers have to walk a long distance to where irrigation pump is located, it will be a wastage of time and energy,” KVK Programme Coordinator Dr TJ Ramesha said.
“The mobile controlled device will help farmers to remotely monitor the power supply, and also switch the pump on and off by just sending SMS from his mobile phone to a wireless device called SMS starter attached to the pump,” he said.
The technology is said to be introduced in the state for the first time and has been installed on an irrigation water pump in an agricultural field in Arungo village, 15 km far from Roing.
"This will be helpful indeed. Imagine being alerted over mobile phone about power
availability, ability to control the pump from any distance without having to visit
the pump site -
The mobile controlled device, available at a nominal cost, can be operated by connecting an existing starter. A farmer has to send a message through his mobile phone to the SIM card inserted in the SMS starter set. Sending the message ‘1’ will ‘switch on’ the pump and ‘2’ will ‘switch off’.
AR concerned at forged voter ID cards and driving license
NSCN cadre arrested
KHONSA, Sep 2: The Assam Rifles has expressed great concern at large number of forged voter ID cards and driving licenses used by the cadres issued from the Government Office. This came after 19 Assam Rifles apprehended one NSCN cadre on Aug 31 from Deomali Town. Based on a tip off regarding presence of armed cadre in Deomali, a cordon & search operation was jointly launched by Assam Rifles and Arunachal Police in Deomali and apprehended Self Styled Lieutenant/ Collector Teliam Panka, son of Jango Panka, a resident of village Kaimai. Thorough search of the cadre led to the recovery of one .22 mm country made Pistol, four live rounds of .22 mm and a forged driving license.
The apprehended cadre revealed that he was recruited by SS Col (then Maj) Absolon Thangkul in 2000. He was trained at GHQ, Dimapur with effect from Nov 2005 to Jan 2006. Since the termination of training, he had been operating in Tirap District. He told that he had been managing and coordinating activities of NSCN (IM) and was involved in providing logistic support, mobilizing groups of armed NSCN (IM) cadres and arranging all administrative requirements of the NSCN (IM) cadres in Tirap District. He also disclosed the name of active sympathizers of NSCN (IM) in Tirap District.The apprehended cadre along with the recoveries was handed over to Deomali Police Station.

Inaugurating the seminar as chief guest, NERIST Director, Prof. P.K. Das, said that we cannot think of life without energy. But the energy available with us today is very limited. He said that researchers and scientists must put in more effort in finding out a reliable technology for renewal of the limited energy resources.
The limitations of energy resources have terrified the government’s world over and are anxious to find out a solution. There certainly are ways but a very difficult one, he said adding that researchers have a great role to play in finding out ways in this direction.
Prof. DC. Boruah of Tezpur University, who attended the seminar as guest of honour, highlighted the issues and problems being faced by the humankind due to ever depleting energy resources and suggested various ways and means for renewal of energy resource.
Head of Department, Mechanical Engineering and chairman of the Seminar Dr. Asis Giri said that development of a country heavily depends on energy and the present energy comes from fossil fuels which is very limited. This seminar is being organized to find a replacement of the fossil fuel, he informed.
Assistant Professor and Coordinator of the seminar Biplob Das highlighted the objective of the seminar which aims to disseminate the knowledge of the recent development in renewable energy technology and provide a platform for researchers, faculties, people from industries and government organizations, NGOs, entrepreneurs etc and also to identify future directions for research and development activities in the renewable energy sector of India with special emphasis on North Eastern Region.
The two day seminar will witness presentation of 32 papers and eight invited speeches by researchers and faculties from various universities of the country.

RGU to get facelift with new students’ union taking charge
ITANAGAR, Sep 2: The handling and taking over cum interaction programme of the new executives of the Rajiv Gandhi University Students Union (RGUSU) was held here at the RGU auditorium this evening amidst a huge gathering.
Speaking exclusively to the student of Mass Communication, the newly selected RGUSU president Tao Abo has assured for proper coordination among the administration and teaching staff of the RGU.
Regarding the RGU bus transportation, Abo said he will try to improve it and will approach the state government to provide more transportation facilities for the RGU students, as they finds difficult to reach university from Itanagar and Banderdewa and other far flung areas.
He asserted that the Mass Communication Department, which is running in the RGU extension centre at Naharlagun will be shifted in the RGU campus soon.
Citing that the infrastructure of the RGU campus is not enough to fulfil the requirement of the students, the President has assured to improve its infrastructure status of the campus.
Prioritizing for the improvement of faculties position in different departments, he said he will take initiative for strengthening the faculties’ position in various department.
Newly nominated RGUSU general secretary Yarme Singhi has sought cooperation from the administrative staff of the university so that they can work in tandem for the welfare of the university.
RGU Student union will take up the basic issues of the student community instead of participating in political game, he said.
Being the University named after the former Prime Minister of India Rajiv Gandhi, the union has decided to build a statue of late Prime Minister in honour of the great leader.
Besides creating awareness programme for cleanliness in the campus, the union will also organize a series of developmental programmes for the welfare of the RGU students.
Students and faculties of different departments in large numbers of the university participated in the interactive session on the occasion.

Dabi visits Ranganadi project reservoir
YAZALI, Sep 2: Fisheries and Industries Minister Tako Dabi along with his departmental officers visited the Ranganadi Hydro Electrical project reservoir to explore the possibilities of stocking of river dolphin in the reservoir.
After interacting with the local leaders and NEEPCO officers, Dabi asked the project authorities at RHEP project IB to chalk out mechanism to retain the stock of fish in the reservoir whenever excess water is released. The Scientists shall study all aspects of the reservoir for possible stocking river dolphin, he added.
The Minister suggested the department of fisheries and NEPCO Project officials to put joint efforts in developing the fisheries in reservoir and beautify the project so as to attract the tourist from the country & aboard.
Emphasizing the importance of tourism, the Minister suggested the local Panchayat leaders and people to put maximum efforts in developing horticulture on highly enterprising method and food processing plant to create headway in flow of tourists and enhance local economy. The minister also stressed on maintenance of health and hygiene and sanitation which will help increase the flow of tourists.
Earlier the Minister visited the cold storage plant inclusive of steaming and smoking klin burka model of fish drying system. The Minister also suggested for proper use of infrastructure. The local people submitted two point memorandum which included leasing of reservoir fish to local people and establishment of Fishery Development Office near cold storage site within the RHEP area.

Public Bus Welfare Association convention held
ITANAGAR, Sep 2: All Arunachal Public Bus Welfare Association (AAPBWA) State level convention was held at Naharlagun yesterday which was attended by entire executive members of the State and all the Districts Public Bus Welfare Associations including the Night Super Bus owners and Counter owner.
During the convention various problems faced and its welfare measures were discussed.
The chief guest of the occasion, Deputy Commissioner, Capital Complex Bokar Basar advised the gathering to work for the greater interest of the association and the public.
He further taking serious note over the traffic problems of the state capital suggested that the traffic problems including parking problems of Capital Complex could be solved by organizing a meeting with the executive bodies of the All Arunachal Pradesh Public Transport Federation (AAPPTF).
Meanwhile, responding to a memorandum submitted by the association, the chief guest assured to look into the grievances of the association and also assured to discuss with the Chief Engineer Urban Development regarding the construction of Inter State Bus Terminal.
Guest of Honor, All Arunachal Pradesh Public Transport Federation Chairman Takar Goi, highlighting the grievance of the association said that commercial vehicles of Arunachal Pradesh are being harassed in Assam.
He strongly appealed to the State government to review the Corridor Agreement between Assam and Arunachal immediately to avert such harassment in Assam.
He further appealed for reviewing of double payment of the VAT while purchasing vehicle from other state, creation of new posts of DTO, MVI and Enforcement Officer in the state. He claimed that there are only nine DTO and two MVI for entire Arunachal Pradesh and added that in some areas EAC and CO are empowered to look after the post of DTO as a result people are getting difficulties in the vehicle related activities, he added.

AKKDYO demands cancellation of land allotment order
ITANAGAR, Sep 2: All Kurung Kumey District Youth Organization (AKKDYO) has demanded the state Chief Secretary to take action against officials involved in misusing their official power in reallotting plots of land to individuals which were cancelled earlier by the Commissioner land management and also demanded immediate cancellation of ‘illegal reallotment of land to the individuals’.
In a representation to Chief Secretary, AKKDYO president Pani Tapo informed that the District Administration had allotted eleven plots in posh locations to a single family in Koloriang during 2007 notwithstanding the fact that the district headquarters was facing acute shortage of plots to establish government offices. The allotment was not made as per the recommendations of DLAB and the important government establishments like BDO office and CDPO offices area were also allotted without proper verification, Tapo informed.
Consequently, the people expressed annoyed at the illegal allotment of land lodged numerous complaints to the Commissioner Land Management who duly cancelled all the allotments in July 2009. However, the Directorate Land Management superseding the order of the Commissioner issued two orders on August 4, 2010 and September 28, 2010, for reallotment of the plots to individuals. Following the order from the Directorate, the DLAB again allotted eight prime plots to a single family.
Criticizing the department, Tapo maintained that the entire action initiated by the department is contrary to law and against the guidelines of land allotment which clearly said that no land allotment should be done without the consent and knowledge of DLAB. Tapo further said that the instructions for land allotment were given from the office of Directorate of Land Management which is illegal and violation of standing order.
Questioning the Directorate for superseding the order of the Commissioner, AKKDYO has demanded the immediate cancellation of the order within a month.

Surrounded by the beautiful landscape Boleng crammed with people wearing “Dudep”, “Sondrong” and “Tampilang” from many villages on the occasion.
“Adis are the most methodical and innovative community of the state and Solung could be the best festival to attract tourists as is it celebrated all over the state”, expressed the Minister. “But need of the hour to maintain and preserve our old customs and traditions which are definitely best in the world”, he added. He appreciated organizing committee for honoring the talented students , young farmers and many people from different walk life for their selfless service to the society.
He announced Rs. 2.00 crores for Boumkakir Mission School where Rs.50 Lacs as grant in aid and Rs. 150 lacs for creation of corps fund. Apart from this he also assured for Rs. 25 lacs for construction of Solung Community Hall at Boleng.

Daporijo: The Adis residing and posted at Daporijo, Upper Subansiri celebrated Solung yesterday. Attending the Solung Festival 2011 celebration as Chief Guest Obuk Panor, DDSE, appreciated all the Adis residing at Daporijo for organizing such grand Solung Festival celebration. He appealed to all to preserve the age old heritage, tradition and culture. He said that loss of our own culture is loss of identity and that each one of us must identify the word ‘Culture’, understand it and preserve it as God gave mankind his right to preserve his identity.

Marde calls for evolving a common language
Aalo: Our Culture has traversed a long way to give us a distinct identity and festival always manifests our faith, belief and tribal ways of life, said Shri Takar Marde, Minister Home and Rural Development while gracing Solung Gidi Celebration at Aalo on 1st September last.
We, as an Arunachalee dont have a common language and script, my dialect is alien to my own people and it shames me to give Solung greetings in English, rued Marde while urging intellectual, researchers and scholars to evolve a common language for the state. Our culture is deep rooted and elders should take along younger generation to delve into our history and literature to explore rich folklores and take pride in it. The lackadaisical attitude among our younger ones to speak in our own dialect is a major cause of concern for us. The celebration this year is special in the sense that it coincides with centenary year of Freedom Movement against the British by the Adis at kekar Monying and an occasion to remember and pay tributes to 24 Young freedom fighters who laid down their lives to fight against the British.
Urging the govt officers to discharge their services to the people, the Minister said that our services are meant for people whom we serve and govt polices & programme and fruits of development should be taken in the nook and corner of the state. We have been depending on outsiders for a long period of time to tape these resources and this dependence syndrome will simply keep us in the backseat and backwardness unless force within is galvanized to take self strides in the of a making of a bright Arunachal shedding all differences as conducive atmosphere and free mind hasten enthusiasm and zeal and to take up such ventures.

ITANAGAR, Sep 2: A team of Officers from the Department of Legal Metrology & Consumer Affairs today organized a Consumer Awareness Campaign in Kendriya Vidyalaya at Naharlagun.
The team was led by Hoktum Ori and assisted by K.P.Tago, ACLM, Supriyo Chakraborty, TALM, Taba Tabin, ILM, Debia Tana, ILM dealt in length on the various salient features of Legal Metrology & Consumer Protection Laws with special elaboration on Consumers’ Rights and responsibilities.
Demonstration on proper use of weighing instruments in commercial transactions, besides various aspects of fraudulent practices normally adopted by scrupulous traders in weighment and measurement, were made by the Officers during the campaign.
The Department also organized a Quiz Competition on the activities of Legal Metrology & Consumer Affairs wherein token prize money was distributed amongst the students.
While welcoming the Officers, the Principal of the School, Shri K. K. Pandey appreciated the efforts of the Department and appealed the students to participate actively and to derive maximum benefits from the interaction during the campaign.
The missing link
According to the National Human Rights Commission, over 44,000 children go missing every year while the National Centre for Missing Children says there are 10 lakh runaways in India every year. The alarming number is further aggravated by the fact that the country has no central data on the number of children missing, or what has happened to them. Consequently, it is not known whether children are being picked up for criminal activities by organised gangs, sold into prostitution or labour, or have run away for a specific purpose.
If a response to an RTI application is any indicator, Delhi is one the most unsafe place for children. Police has revealed that almost 8 children go missing in the city every day. Most of the children reported missing belong to migrant families. 2,161 children had been registered as missing in New Delhi, in a span of 270 days, in 2010. The Delhi police said most missing children belonged to migrant families.
The RTI revelation is shocking and no lessons have been learnt from the gruesome Nithari killings, where 19 children were found to have been murdered. Directions from the courts have had little impact. In September 2010, the Delhi High Court directed the city police to find out whether organised gangs were behind cases of children going missing.
Even with such alarming numbers, lack of action on the part of the police has been a longstanding complaint. With such an attitude, it is unlikely that the statistics will ever come down. It is time the Centre wakes up to the fact and come up with a concrete legislation so that young ones are not left on their own. Safety of children should be at the fore for any nation to develop in true sense.

This is in response to the news item, titled, No rice stock at Ziro FCI depot”, published in your esteemed daily on Sept 2.
The FCI is rendering yeoman service for delivery of food grains and levy sugar to the people of Arunachal Pradesh through the Govt of Arunachal Pradesh under the TPDS and other welfare schemes of the Government of India. The FCI regional office, Itanagar is positioning adequate food stocks at the various FCI depots located in several districts of the state.
This time there is temporary shortage of food grains at FSD Ziro because of following reasons which are beyond the control of FCI.
1. The North Lakhimpur to Ziro route was cut off due to flash flood, because of which stock moment from FSD North Lakhimpur to Ziro could not be moved. Further, the adequate food grains were also not available at FSD North Lakhimpur.
2. As an alternate arrangement for moving the stock to FSD Ziro, transport contractor was position long back for moving stocks from FSD Banderdewa as stop gap arrangement. Against this there is stay order debarring the movement of stock from FSD Banderdewa to FSD Ziro by the honourable court of Guwahati high court, Itanagar permanent bench.
However, this office is expediting all possibilities to move and position sufficient stock of FSD Ziro by duly informing the High Court to meet the TPDS requirement of the state Govt.

This is in response to the letter “Give equal chance to all” written by one Neelam Laxman in your esteemed daily on Sept 1 issue.
In this regard, the Department of UD & Housing would like to clarify to all concern that the 3 per cent reservations for physically handicapped persons and 5 per cent reservations for meritorious sports persons in Group `C' & `D' posts is as per Govt. norms. These reservations are provided in the recruitment rules notified by the Govt. as per the provisions made in service rules. In fact, these rules are framed by the Govt. in order to provide level playing field to physically handicapped people and meritorious Sport persons who bring laurels to state and the country. The Department of UD & Housing is therefore discharging its duty as per Govt. rules.
